Ray is Executive Director of Heritage Victoria, a position he has held for over 10 years. He has been closely associated with the development of heritage protection legislation, policies and the administration of those matters in Victoria for many years.

Ray is an architect and planner and has used these qualifications as a basis for his career in heritage conservation, even though much of his current work could be better described as public administration and issues management.

He has a long standing interest in the sustainable management of heritage places and from his current position has promoted the notion of heritage conservation through the ongoing use of places.
